Rule frees Afghans to kill Americans

I am not sure how many people have heard of the 96th hour rule.
It is a rule that has been in place since 2005.
It only allows a detainee to be held for 96 hours and then either be handed over to Afghan officials or released.
If they are released, there's always that potential of them bombing a FOB and killing innocent people.
I watched this on CNN Anderson Cooper 360 and couldn't believe this was going on.
How are our military men and women suppose to do their jobs if this rule is in place? NATO is for peacekeeping, and Afghanistan is not a peacekeeping mission. In order for it to be a peacekeeping mission, doesn't there need to be peace to begin with?
I don't know who decided to let NATO be in charge of Afghanistan, but that was a big mistake when it was made. Yes, this rule affects me because I am an Army wife worrying about her husband in Afghanistan.
If something happens to my husband because of this rule, who do I get to blame?
Who will take the responsibility and admit that this rule was the reason the insurgent was able to kill innocent service members?
