Did BP stage a cleanup crew for President Obama's visit and Top Kill fails

A Louisiana official is being accused of staging a massive clean-up by hiring 300 to 400 workers for the day President Obama would be there, and that they were told to show up at 7:30 am, but when President Obama left, so did the workers.
CNN's Anderson Cooper asked what the usual staff is that is cleaning up, and he was told about 20.
The official claimed that it is hot and hard work, and what was seen was people going home after a hard days work. The workers were paid $12.00 an hour, but only one man would speak on camera and he said this is not the norm.
So did BP stage the event? It would appear so. Watch this video, and see the crew of 300 to 400 who show up to make a good impression when in reality I would think there would be three times as many people working on this at least including the National Guard.
Please, now Top Kill has failed, and what's to stop this, BP or the government or neither.
